How to Dress Modestly (Guide for Men & Women)

Islam gives men and women a dress code, and it is more specific than "cover up". This page sets out what actually has to be covered, what the clothing itself has to do, and where the rules come from.

What Does Modesty Mean in Islam?

It Is Not Only Clothing

Haya' is usually translated as modesty, though it sits closer to a sense of shame that keeps you from doing something unbecoming. It shows up in four places:

  • Dress: covering the awrah in clothing that does the job.
  • Gaze: looking away rather than looking twice.
  • Speech: no vulgarity, no flirtation.
  • Conduct: how you carry yourself around people.

Modesty Is Part of Faith

The Prophet (peace be upon him) tied modesty directly to belief rather than treating it as a matter of culture or taste:

“Faith consists of more than sixty branches, and haya' is a part of faith.” Sahih al-Bukhari 9, narrated by Abu Hurairah
Quranic Command

It Starts With the Eyes, and It Is Addressed to Men First

The command to lower the gaze comes before the command about clothing, and the men are told before the women. That order is deliberate.

قُل لِّلْمُؤْمِنِينَ يَغُضُّوا۟ مِنْ أَبْصَٰرِهِمْ وَيَحْفَظُوا۟ فُرُوجَهُمْ ۚ ذَٰلِكَ أَزْكَىٰ لَهُمْ ۗ إِنَّ ٱللَّهَ خَبِيرٌۢ بِمَا يَصْنَعُونَ
Tell the believing men to reduce [some] of their vision and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do. Quran 24:30
وَقُل لِّلْمُؤْمِنَٰتِ يَغْضُضْنَ مِنْ أَبْصَٰرِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا مَا ظَهَرَ مِنْهَا ۖ وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَىٰ جُيُوبِهِنَّ
And tell the believing women to reduce [some] of their vision and guard their private parts and not expose their adornment except that which [necessarily] appears thereof and to wrap [a portion of] their headcovers over their chests Quran 24:31

The clause about drawing the headcovers over the chest is the verse most directly behind the headscarf.

What Are the Dress Rules for Men?

Men's Awrah

Navel to Knee

A man's awrah, the part that must stay covered in front of others, runs from the navel to the knee. This is the minimum, not the target, and it holds in front of other men as well as women.

Keep the Hem Above the Ankles

Letting a garment trail below the ankles is specifically warned against for men. The point is what it signalled: wealth shown off by dragging fabric in the dust.

“The part of an izar which hangs below the ankles is in the Fire.” Sahih al-Bukhari 5787, narrated by Abu Hurairah
Fit

Loose, Opaque, Not Boastful

Covering skin is not enough on its own. Cloth thin enough to see through, or cut tight enough to trace what is underneath, has not covered anything. Clothing worn to show off wealth or status fails on a different count.

Two Specific Prohibitions

Silk and Gold

Men do not wear pure silk or gold jewellery. Both are permitted to women. A silver ring is fine, and so are blended fabrics that are not predominantly silk.

Applies Both Ways

Do Not Dress as the Opposite Sex

Men do not wear what is distinctly women's clothing, and women do not wear what is distinctly men's. What counts as distinct varies between cultures, which is part of the ruling rather than a loophole in it.

The Prophet (peace be upon him) cursed the men who imitate women and the women who imitate men. Sahih al-Bukhari 5886, narrated by Ibn Abbas

What Has to Be Covered

In front of men outside the family, a woman covers her body. The hair, neck and chest are not an open question: covering them is obligatory, and that is what the headscarf is there for. The same goes for the arms and legs.

The face is a separate question Covering the face has been widely practised since the time of the Companions, and it is held to be obligatory where there is real fitnah. Whether that describes where you live is not something a web page can tell you. Put it to a local imam who knows your situation.

In front of other women, and in front of mahrams such as a father, brother or son, the rule is far lighter and ordinary clothing is fine.

In Prayer

Prayer Has Its Own Rule

Praying alone, a woman covers everything except the face and hands, and a headcover is required even at home.

“Allah does not accept the prayer of a woman of childbearing age except with a headcover.” Sunan Abu Dawud — classed sahih by al-Albani
The Garment Itself

What the Clothing Has to Do

Length alone does not settle it. A garment has to actually perform the covering:

  • It covers what must be covered rather than stopping short at the wrists, ankles or neckline.
  • It is opaque. Fabric you can see skin or hair through has not covered them.
  • It is loose enough that it does not trace the shape of the body underneath.
  • It is not a display in itself. Clothing worn to draw attention defeats the purpose of wearing it.
  • It is not men's clothing (Sahih al-Bukhari 5886, above).

What Does Modesty Mean Beyond Clothing?

Character and Conduct

Clothing is the outer shell. The rest of haya' is harder and matters more:

  • Lowering the gaze, which now means a screen at least as often as a person.
  • Speech that is clear and warm without being flirtatious.
  • Boundaries with men and women outside the family, held without rudeness.
“Any woman who puts on perfume then passes by people so that they can smell her fragrance, she is an adulteress.” Sunan an-Nasa'i 5126, narrated by Abu Musa al-Ash'ari — classed hasan by al-Albani. This is about conduct in public, not about the garment

The Clothing of Righteousness

The Quran names clothing as a gift, then immediately points past it:

يَٰبَنِىٓ ءَادَمَ قَدْ أَنزَلْنَا عَلَيْكُمْ لِبَاسًۭا يُوَٰرِى سَوْءَٰتِكُمْ وَرِيشًۭا ۖ وَلِبَاسُ ٱلتَّقْوَىٰ ذَٰلِكَ خَيْرٌۭ ۚ ذَٰلِكَ مِنْ ءَايَٰتِ ٱللَّهِ لَعَلَّهُمْ يَذَّكَّرُونَ
O children of Adam, We have bestowed upon you clothing to conceal your private parts and as adornment. But the clothing of righteousness - that is best. That is from the signs of Allah that perhaps they will remember. Quran 7:26

Modesty Is Not Drabness

Nothing here asks you to look shabby. The same chapter that sets the rules tells people to dress well for the mosque, and the Prophet (peace be upon him) owned a cloak he kept for delegations and Eid.

يَٰبَنِىٓ ءَادَمَ خُذُوا۟ زِينَتَكُمْ عِندَ كُلِّ مَسْجِدٍۢ وَكُلُوا۟ وَٱشْرَبُوا۟ وَلَا تُسْرِفُوٓا۟ ۚ إِنَّهُۥ لَا يُحِبُّ ٱلْمُسْرِفِينَ
O children of Adam, take your adornment at every masjid, and eat and drink, but be not excessive. Indeed, He likes not those who commit excess. Quran 7:31
